Chairman Mr. Cheng-Jin, Chiang
Hwang Chang General Contractor Co., Ltd. was founded in 1981. Over the decades, the company has grown steadily and solidly alongside Taiwan’s infrastructure development, continuously strengthening its professional expertise and project performance. In October 1999, it reached a significant milestone by being listed on the Taiwan Stock Exchange.
Under the leadership of Chairman Cheng-Jin Chiang and General Manager Chong-Lei Huang, guided by its four core business principles of honor, proactive attitude, excellent technology, and quality assurance, along with the spirit of “Quality First, Efficiency Priority, and Safety Foremost,” Hwang Chang has consistently achieved outstanding results through its fearless, down-to-earth corporate spirit, earning strong recognition from clients and government agencies alike.

Hwang Chang is dedicated to advancing specialized construction technologies while continuously enhancing its capabilities through research, development, and innovation. At the same time, it actively cultivates professional talent to strengthen cost efficiency and quality management.
Its management strategy emphasizes high efficiency, practical planning, technical specialization, institutionalized administration, transparent promotion practices, computerized information systems, open financial disclosure, humane management, standardized quality, and technological research and development.
Looking ahead, Hwang Chang will continue to promote comprehensive automation in order to reduce operating costs and generate profit. It will also actively pursue major government infrastructure projects, turnkey contracts, and most favorable tender bids, with the goal of building the Company into an ambitious and forward-looking enterprise.
